A new townhouse development is proposed for 45226 Bernard Avenue, at the corner of Bernard and Ashwell in Chilliwack Proper. The project, which requires Council approval under Development Permit DP001817, would bring 15 new townhomes to the neighbourhood, designed with a focus on pedestrian-friendly streetscapes and green space.
The development consists of three buildings with a total of 15 townhomes, each featuring private garage parking and outdoor space. A 225m² common amenity area is included in the site plan, offering shared green space for residents. Parking has been carefully planned, with 36 spaces provided, including six for visitors. To enhance the landscaping, 32 trees will be planted, exceeding city requirements.
A key focus of the project is pedestrian-friendly design and safety. The Design Review Advisory Committee (DRAC) reviewed the application on February 18, 2025, and recommended several improvements. They requested well-lit address signage at the entrance, a detailed lighting plan for walkways and parking areas, and screening for utility equipment. Additionally, an irrigation system will be installed in landscaped areas, and non-combustible materials will be used for the balconies.
One small concern was identified with Unit 5's driveway apron, which could lead to parking-related blockages. To address this, the city will require a no-parking sign in that area. The developer has agreed to all conditions.
This isn’t the first time this project has been proposed. A nearly identical development was approved in 2021, but the permit expired because construction did not begin within the required two-year period. This new application remains consistent with the original plan and aligns with the site’s zoning under Residential 2 – Attached Housing and Narrow Infill.
City Council will review the application on March 11, 2025. If approved, the developer can move forward with securing building permits and beginning construction. This project reflects Chilliwack’s broader goal of introducing more multi-family housing while maintaining compatibility with the surrounding neighbourhood.
