On September 26, 2023, the Chilliwack City Council unanimously approved the Development Variance Permit (DVP01335) for a new five-storey apartment building at 45624 and 45632 Wellington Avenue. The proposal, submitted by Azure Properties Group in collaboration with Keystone Architecture, includes several variances to the existing zoning bylaws to accommodate the development.
The project faced community opposition, particularly from nearby residents concerned about increased noise, loss of privacy, and environmental impacts. Virginia Reemeyer, a local daycare owner, expressed concerns over the potential disruption to her business due to construction noise and the proximity of the building to her property. Despite these objections, the Council recognized the project's contributions to the growing need for housing in downtown Chilliwack and approved the proposal.
The development will feature 48 residential units, including 32 small unit apartments and 16 standard units, with an above-ground parkade providing 58 off-street parking spaces. Notable variances include reducing the side lot line setbacks, increasing lot coverage for the parkade, and waiving certain amenity space requirements. The developers have committed to addressing noise concerns and preserving the privacy of neighbouring properties through strategic landscaping and building design.
